INDONESIA (1): Yayasan Pendidikan Indonesia now ICDL Indonesia working with the Ministry of Religious Affairs requests 5,000 P4 computers to begin to expand their implement of the ICDL (International Computer Drivers License) concept to 4,000 more Islamic Secondary Schools with 1 million students. 1. Please give us a brief background of your organization including number of years in operation, size of your operating budget last year in US$, and your organization’s capacity regarding computers. Please include any website address. Does your organization have any religious affiliation or any affiliation with any larger group that might be able to assist you?
Yayasan Pendidikan Indonesia (YPI) was established in 2003, following by the ECDL Foundation instruction that ICDL development in Indonesia must be done openly, not at our Institution only, although we organized training and testing for more than 1000 ICDL candidates annually. We operated our Organization for at least 7 years.
As a non profit Organization, our annual budget is not like a profit organization, but our project with Indonesian Government value for 2006 – 2009 was more than enough for non formal educational advantages.
We have experience in Computing training and Certification, of course in Computers delivery to all over Indonesia, as our target project located in all over Indonesia, and we are familiar with Computing Technology.
Although we are in position of implementing ICDL Concept at 5000 more Islamic Secondary Schools in Indonesia, but our foundation is open for all, please take a look http://www.icdlindonesia.com
2. What is your plan to ensure that most of the WCE computers are used most of the time to give Internet access or other educational opportunities to youth under age 24, for free or at a very low cost? Please tell us any fees you are planning on charging youth.
We understand that all available Computers from WCE is used Computers, and if everything is running well, we would like to deliver the Computers to our Approved test centers in all over Indonesia, at least 5 – 10 units per schools, so they can use the Computers as their teaching and learning equipments and to give a free internet access to their nearer societies as a part of bridging digital divide.
3. How many computers are you seeking? Please let us know the level of Pentium computer you wish. When you ask for P3s – we include some P4s with them. We are able to do all Pentium 4 shipments but they cost more and are NOT eligible in our Sponsor Campaigns. Are you interested in receiving some Pentium 1s at a much lower cost? These are good for a Linux thin-client labs in which all of the P1s goes as fast as their P4 server. Configuration of this requires someone familiar with Linux.
We are in position of calculating the real or definitive number of Computer needed for the above purposes. But according to the information received we need more than 5000 Pentium 4 Computers, as most of our available Approved test centers (ICDL ATC) uses the latest spec of Computers with various brands from HP, Dell to Lenovo. The minimum specification to run ICDL test is Pentium 4.
4. How many schools, universities, orphanages, libraries and/or centres do you expect to connect to the Internet? What is the total number of youths that you estimate will be connected per year by these computers? We are in position of implementing ICDL program at more than 5000 Islamic Secondary Schools, but our minimum target is 4000 Institutions, with students body more than 1000,000 . But not all need the used computers help. We estimated that we need at least 5 – 10 Computers for 1000 Islamic Secondary Schools. Most of this schools located in the remote areas.
Because of the limited space of this implementation plan, allow me to provide the number of Islamic Secondary Schools (Madrasah Aliyah Private (MAS) or Public (MAN)) in each Province as follow :

Not all of the above numbers of Public Islamic Secondary Schools or Private Islamic Secondary Schools, but we would like to allocate the Computers to the needed Schools. Most of the Schools are Private owned Schools and situated in the remote areas of the Indonesian Districts.
We are in position of receiving Computer support application from the head teacher of the Schools and each application must be witnessed by the Head of Local Ministry of Religious Affairs office (in the Districts or Municipalities) .
5. What policies are you planning regarding the use of the donated computers?
As informed that our project of Implementing ICDL Concept at all available Islamic Secondary Schools in Indonesia, is an innovative Computing skills educational project. The project has been supported by the Minister of Religious Affairs.
We try to do our best to succeed the above project, and the final goal of the project is to reduce the degree of radicalism and Fundamentalism of the Muslims Young generation in the Country . Although we do not fully agree with the western allegation about the Islamic Schools in Indonesia. But such allegation is reasonable because most of the radicalism even terrorism activities in the Country was motivated by Islamic Educational Institution’s alumni. The problem must be solved in participation action program between Government and Non Governmental Organization. And your positive support of the donated Computers will be a part of the problem solving.
We would like to use and deliver to the needed Islamic Secondary Schools, and the main purposes of the Computer is to help the Schools to meet the minimum requirement to become ICDL Approved test center, and at the same time the Schools can serve the society to free internet access. These will be part of bridging digital divide.
6. What is your plan for consistent electricity to operate computers at each location? Does your country use 110 or 220 volts? If you use 220 volts – you will need to switch a small toggle switch on the back of each computer. Would you like for us to send you used printers that operate on 110 volts (we can send about 1 for each 10 computers)? Are you using solar power or other sustainable source?
Most of us use 220 Volt electricity, that why we need the 220 V Computers for our Schools, and we are more than happy to receive any supplement including the Printers, if the Printer can be used as supplementary equipment for the Schools.
7. What is your plan for training in the use of the computer, the Internet, and the use of the Internet to improve learning? www.iEARN.org can be a good resource for this.
As explained above that the needed Computers are for ICDL Training, and one of the 7 modules of ICDL is a module about Information and Communication Technology. :

8. What is your plan for securing and funding Internet connectivity for each location for the first year and for the next two years? Do you plan to connect all of the sites to the Internet within two years? If not, are you thinking of having someone who has periodic Internet contact to make monthly copies of selected websites for each school or library for a “virtual Internet” experience?
The main source of the project funding is the National budget for Education which has been allocated 20% from the total budget , that why our MOU with the Ministry of Religious Affairs is for 5 years term. Its will secure the project funding.
The ICDL Indonesia technical staffs will supervise and help the Schools to maximize the use of the donated Computers and we will report it periodically to the WCE and the donors.
9. What is your plan for wiring and site preparation at each location, including protection from the weather? We try to do our best to install all of our equipments free from external factor’s danger, and we will protect the donated Computers effectively.
10. What is your plan for getting the computers quickly through customs with a waiver of duties and or VAT? Please provide the consignee's (a) physical address, (b) contact name, (c) e-mail address, and (d) phone number. Does your country require any pre-shipment inspection of the contents of a container? Please let us know if there are any logistical reasons why you need for your computers to be packed on pallets or not. (You are responsible for any demurrage or rental fees at the port of entry.)
Before we submit our order, we have to make preliminary information to the local Authorities for import used Computers for educational purposes. The result is decision that there is no VAT and of course duty free for all of the Computers, and yes there is a new regulation that the Computers must be investigated by the Surveyor and stated the all computers are in good condition and workable. Any detail of technical aspects will be informed later definitely.
11. What is your plan for the event when you open your container and inventory the contents? How will you advise the press of this event? Please provide the physical address where the container will be opened if different from above.
Yes of course we will do as better as possible for this humanity project, so we would like to open our first container and expose it as a positive motivation for all. We will spread the Ports of destination in Jakarta, Surabaya, Makasar, Belawan in order to minimize cost of delivery to the schools.
12. What is your plan for arranging for a contractor, volunteers from your community, and/or your staff to repair any computers damaged in shipping, to set the toggle switch on the back of the computers for the correct voltage for your country, to secure and install operating systems and local software, to secure adapters for the 110-volt printers and to adapt the North American-style power cords we normally ship? Some computers may need a re-install of an operating system. Will you use a warehouse? (Please budget and plan on 10% of the computers arriving needing some repair.)
We do have our own team work at the head office and at our branch office in Surabaya for these purposes. But we can do appoint an out sourcing to help us voluntarily or with salary
13. What is your plan for delivery of the computers from the port to the schools or centres that you recruit? Have you already explored the costs for this and how you will afford these costs?
Yes we planned already and we will use a combination between self pick up by the Schools or by the Coordinator of the Schools which is the staffs of the Local Ministry of religious Affairs offices. That why we use more than 1 International Port destination.
14. What is your plan for installation of the computers in a secure area of each location?
All of the local store is secure because most of its is a public buildings, as our project is sharing project with the Indonesian Government authority
15. What is your plan for adapting, translating, developing, and sharing content and curriculum that is useful to your communities? Will this content be in a local language? Will you participate in distance learning? Do you plan to use Microsoft, Linux, or the free office suite found at http://www.openoffice.org ?
The ICDL Syllabus is produced in English as well as its Courseware (7 modules), but we translated already into our Local language Bahasa Indonesia. Yes we use Microsoft.
16. What is your plan for the ongoing maintenance of your computers? If you have a university close to you, have you considered approaching them about help from its computer science students?
We will give all maintenance responsibility to each School, but we try to guide the technical staff how to do maintain the computers effectively using available Internet communication facilities, such email, messenger, skype and so on.
17. Are any of your schools interested in being paired online with a school in Canada or the States?
Yes of course we will do help the schools to make International relationship, with Canadian or USA prospective partners. Its will be a positive motivation for each School’s head teachers, Teachers and Students, and of course its will open their mind.
18. Do you agree to help the schools, centres, orphanages, and/or libraries you recruit to have their youth complete a brief annual online WCE evaluation of the status, use, and impact of the computers for 3 years?

19. Please provide a brief expense BUDGET for our computer sourcing, shipping along with your other costs for this project. (What is the price in your area for a used Pentium 3 computer set with a 17” color SVGA monitor?)
We try to allocate budget for the needed Computer’s shipping cost for this project. The price in Indonesia for Pentium 4 is depend to the specification of the Computers and its brand. But for the second hand (used) Computers the price is between 95 – 150 US Dollars
20. What is your plan for recruiting and using volunteers to help you with all of this work? Do you plan to involve iEARN, Taking IT Global, VSO, UN Volunteers, Rotary International, Peace Corps Volunteers, or any national group? What services might you need from WCE’s online volunteers in the areas of project planning, partnership development, fund raising, tech support, content development, teacher training and responsible disposal of e-waste? (WCE reduces sourcing costs 5% for projects that provide a letter of commitment from a Rotary Club and/or Peace Corps Volunteer.)
As explained on our proposal that our main project is Basic Computer certification training at 4000 Islamic Secondary Schools and the financial sources to succeed the project is sharing between International Charitable organization, ICDL Indonesia and Indonesian Authorities such as Ministry of National Education and Ministry of Religious Affairs. So for the needed Computers we are more than happy if the WCE can help us to find donors, but we can discuss further for win – win solution result.
21. What is your plan to raise the income needed to cover WCE's sourcing and shipping costs plus the costs of implementing the other parts of your plan? Please explain any fees that you will charge. Will you involve any groups like the following: foundations or global companies with financial interests in your country, Sister Cities program, Rotary Clubs, religions, your expatriate communities in North America, UNDP, NORAD, CIDA, USAID, DfID, Sida, and other donors? Are you interested in receiving guidelines of our WCE Sponsor Campaign. WCE can also help with fund raising by reviewing your proposals, sending emails in support, and posting information on the WCE website.
As explained above that our project is a sharing project between Governmental agencies and ICDL Indonesia, and we try to fin a financial support from all available resources such as Dutch Trust Fund through the World Bank, and other main Charitable Organization, we will do provide detail information once our first step of ICDL Implementation finished.
22. What is your plan for the eventual disposal of WCE computers in a way that minimizes environmental harm and in accordance with your local laws and regulations? We are especially concerned with the toxins on the green boards inside of computer equipment. Does your country have a TV/monitor repair and scrap copper market? Please provide us with contact information for a computer recycler near you.
Yes there are a lot of scrap cooper market in Indonesia, and we will inform you in detail its addresses in all over Indonesia, depend on the delivered Computers.
23. A few months after you receive and install computers from WCE, might the families involved in your schools be interested in hosting a small eCorps team of tech professionals for a training and upgrading visit or of university students to staff an Internet camp for youth? What expenses should they expect to pay while in your country? Are you willing to cover any of the costs of their food, lodging, and transportation while they are in your country? Are you willing to commit any funds to help with their other expenses?.
Yes of course ICDL Indonesia will agree to cover the food costs, accommodation and local transportation.
24. Please provide a brief TIMELINE for your overall project.
We will provide as soon as possible after the launch of the project on the end of March 2010.
25. What are your greatest hopes and fears about this shipment?.
We hope that all Computers can be received in a good condition, or at least 5 – 10 % damaged but can be recovered.
Support for ICDL program implementation
At 5400 Islamic Secondary Schools in Indonesia
Dear Sir or Madams,
Assalamu alaikum wr wb,
As we know that the International communities perception about The Indonesian Islamic Schools is very limited and less knowledgeable, especially after the terrible tragedies / criminal actions by irresponsible peoples happened in Indonesia. Ironically some people believe that the actors of the terrorism's action is the Islamic School alumnus. Some Countries believe that some of The Indonesian Islamic Schools (Pesantren) are produces Islamic Fundamentalist even terrorists.
International Communities (such as USA, British, Australia and other Countries) pay attention to the above mentioned problems with proposes supporting programs, for example USA and Australia inviting the Pesantren Leaders to learns and making observation in certain programs and interesting objects as a motivation. Unfortunately the result of this expensive supporting program is not as effective as expectation due to the leaders of Pesantren does not have a chance to share the knowledge and experiences to their local communities.
Another expectation supporting programs, the International Communities especially the USA Department of state proposes the New and Innovative Curriculum development programs for the Islamic schools, with approximately 50 Thousand million US dollar fund allocation, but the programs was rejected by some of the Pesantren Leaders such as the Chairman of Nahthotul Ulama, Kyahi Haji Hasyim Muzadi. The reason was not only because of political aspects but the most important reason was no bridging programs to make Pesantren Leaders understand the objective of the proposed programs.
Based on the above experiences and the importance of the Information and Communication Technology learning program for the Islamic Schools in Indonesia, especially in this globalization era. We implemented already the first step of ICDL Concept implementation program at 5400 Islamic Secondary School which is Accrediting the School to become ICDL Approved Test and Training Centers )ATC) as a part of the whole proposed programs to reduce the degree of fundamentalism of the Islamic School’s alumnus as expected by the above International communities. Hopefully You all support the program.
We provided our Conceptual frame-work as discussion paper and we expect to receive a positive respond before we make a serious discussion with The Charitable Organization locally or internationally. Fortunately we received a positive respond and professional advice from the Ambassador of the Kingdom of Netherlands, although the USAID, AUSAID rejected our proposal. The reason of rejection was a classic reason “ NOT ENOUGH FUND TO SUPPORT”. And we understood that the USA presently faced Economical problems and the USA before Obama Administration was just exposed its own pseudo attention to manipulates their unbelievable allegation.
Just for your information that as the program executor, we would like to execute the program, with or without their support, and we will do it as Participation action program between ICDL Indonesia and the Local or International donors. In our side we do allocate and share Rp. 5000,000,- x 5400 Institutions = Rp. 27,000,000,000,-

ICDL Indonesia received a green light from Brunei Darussalam prospective Partner to support ICDL Implementation in Nangaroe Aceh Darussalam, we will do discuss technically with ICDL Brunei Darussalam on this case.
In order for you to understand more about International Computer Driving License (ICDL) Concept, the following is a brief information about ICDL :
The International Computer Driving License (ICDL) is an International certificate, which demonstrates a person's competence in computing knowledge and skills in accordance with international standards. It is owned and managed by the ECDL Foundation, a non-profit organization based in Dublin, Ireland.
The ICDL syllabus, designed and regularly updated by a panel of experts to ensure relevance to the working world and advances in technology, covers the key concepts of computing, their practical applications and use in the workplace and society. The complete syllabus currently endorsed by the Foundation may be found at www.ecdl.com, or www.icdlindonesia.com . It consists of seven modules, each of which must be passed before the ECDL/ICDL certificate is awarded. The modules are:
1. Basic concepts of information technology
2. Using the computer and managing files
3. Word-processing
4. Spreadsheets
5. Database
6. Presentation
7. Information and Communication
ICDL is open to anyone regardless of age, education, experience or background. When a candidate registers to start the certification process, he/she receives an ICDL Skills Card on which the progress through the seven tests is recorded. As each module is passed, the accredited testing body will sign the Skills Card for that module. The modules may be taken over any period of time, in any order, even all at once, thus offering maximum flexibility. When all modules have been successfully completed within a maximum duration of 1 years, the Skills Card is exchanged for the ICDL certificate.
The Foundation has produced a set of standards and quality guidelines to ensure that the ICDL concept is operated in a consistent fashion in all member countries through adherence to these common quality standards. There is also a regular audit process.
