Chapter 1
INTRODUCTION



1.1. Background

Digital Literacy at the era of Information and Communication Technology,  became same  important as  traditional literacy, (the ability to read and write). Which recently President of The Republic of Indonesia instructed  to combat illiterate peoples in all over Indonesia, as acceleration programs to reduce at least 50% of illiterates peoples, and mandated to the Ministry of National Education as a priority program, related to the Dakar framework on “ Education for all”.

In the globalization era, the ability of reading and writing with academic qualification only is not enough for everyone to acquire the competitive workplaces without computing literacy, because there is no such profession, managerial or technical aspects without computing capability.

Therefore the serious program implementation in preparing digital literate for young generation must be done by the Government and non Governmental Organization. In order to produce competitive workforces. Otherwise the Indonesian Young generation will be  non competitive and non productive and we will face the serious problem in the future.

We have a lesson learned from India, Srilanka and many Middle East Countries which are in position of preparing their young generation with digital literacy. India and Srilanka successfully became IT work-forces supplier internationally, better than Philippines and Indonesia which both of the countries still depending to the domestic workers supply, even though we have a large number of educated populations. If we can anticipate the above mentioned problems seriously, its will be a part of the potential source to increase the national income.

To solve the above mentioned problem, Yayasan Pendidikan Indonesia (YPI Foundation) as International Computer Driving Licence (ICDL) licensee, proposed to the Indonesian Government trough the Ministry of National Education in 2006, to implement the ICDL program in Indonesia. Which was accepted by the Government, and we signed a memorandum of understanding with the Directorate General of non formal and informal education to implement the program at 300 more Public Community Colleges and 100 Private vocational Courses Institution in more than 300 Districts in all over Indonesia.

To implement of the above MOU , Yayasan Pendidikan Indonesia (YPI Foundation) provided services already to the above Public and Private Vocational Institutions, and trained with TOT methodology for 150 ICDL Invigilators at Al-Zaytun , ones of the ICDL approved Test Center in Western Java with success story in implementing ICDL program not only for the students but also for the Computer learning Instructors.

As result of the above successfully program implementation, on December 11, 2006 in the special occasion which was attended by the ICDL Asia Pacific CEO, the Chairman of Yayasan Pendidikan Indonesia (YPI Foundation) , and all available Director Generals of the Ministry of National Education.  At this event  Minister of National Education Prof.Dr. Bambang Sudibjo MBA announced that the ICDL program has been implemented in the Country and at the same time he submit formally the certificate of Accreditation to 71 Public Community College Head teachers.

On his speech the Minister suggested to all available Directorate Generals especially the Directorate General of formal Education to endorse and implement the ICDL program to formal education Institutions, such as Secondary Schools especially Senior Secondary  Vocational Schools. He mentioned as well in his speech to the Director General of Non Formal and Informal Education to include the Islamic Boarding Schools (Pesantren) in the ICDL program implementation.

To follow-up the above suggestion, We propose to implement the ICDL program at 183 Madrasah Aliyah (Islamic Secondary  Schools, 123 Private and 60 Public) in the Autonomy Province Aceh Nangroe Darussalam, with participation action research and programs systems between Yayasan Pendidikan Indonesia (YPI Foundation) and the responsible Indonesian Ministries, and non Governmental donors locally and Internationally, especially the Charitable Organization from Negara Brunei Darussalam through the ICDL Brunei Darussalam licensee.

ICDL Egypt which is managed by the UNESCO and ICDL Srilanka, successfully received donation from donors, such as Asian Development Bank and World Bank to implement ICDL program. With such donation they plan to support 1000,000 ICDL Candidates in each Country. By the above mentioned Participation Action programs, we expect that the success story of Egypt and Srilangka can be implemented as well in Indonesia.


1.2 Scope

The scope of this  proposal, is 183  Madrasah Aliyah in Nangroe Aceh Darussalam Indonesia, in the process of ICDL implementation, ICDL Indonesia will implement its planning  in cooperation with the  Ministry of Religious Affairs, and the Brunei Darussalam Charitable Organization will be invited to contribute to the program implementation trough ICDL Brunei Licensee. 

The major program implementation is the process of Accreditation to become ICDL Approved Test Center (ATC),  in order for the nominated Madrasah Aliyah to implement ICDL Training and Test legally. By implementing the program at the 123 Madrasah Aliyah in Nangroe Aceh Darussalam, ICDL Indonesia, ICDL Brunei Darussalam and its associates becomes the only Computing Certification providers in the world which will  support the Indonesian Government and International Charitable Organization to recover Nangroe Aceh Darussalam, especially to develop Nangroe Aceh Darussalam’s human resources, as almost all of the available donors focusing their donation for Infrastructure recovery  after the terrible Tsunami disaster.

1.3. Objective
1.3.1. General Objectives


The general objective of the sharing participation program as mentioned in this Proposal is revitalizing and preparing 183 Madrasah Aliyah in Nangroe Aceh Darussalam to become ICDL Approved Test Centers. By approving as ICDL Approved Test Center (ATC), the nominated Madrasah Aliyah can directly  provide training and testing of ICDL  Certification program to the students and the societies in general.

As ICDL Approved Test Center, Madrasah Aliyah in Nangroe Aceh Darusslam not only becomes the Islamic teaching and general knowledge providers, but also becomes  Center of life skills Education, especially Computing literacy skills. Finally the Approved ICDL Test Centers will be facilitators in bridging digital divide in the province.

1.3.2. Specific Objectives

•    To provide access or services to the Indonesian young generation from Nangroe Aceh Darussalam, for the Globally recognized Computing Certification with affordable cost.
•    To provide a chance to the ICDL Test Center (Madrasah Aliyah) to become a center of Information and technology Education, especially ICDL qualification
•    To develop a model of Information and Communication Technology Education, in order to Indonesia to develop  Internationally Recognize of the Indonesian standard of ICT qualification in the near future
•    To produce Indonesian Young Generation from Nangroe Aceh Darussalam with Computing skills, in order for them to continue their higher education or to become skilled workforces to enter a competitive workplaces locally or Internationally
•    By acquiring a computer skills the alumni of Madrasah Aliyah of Nangroe Aceh Darussalam not only qualified in the religious disciplines, but also knowledgeable in the computing skills, hopefully they become a skilled workforces who can compete in the competitive workplaces, locally or Internationally.
•    To Increase income from the skilled Nangroe Aceh Darussalam  workforces remittances.


1.3.3. More Specific Objectives

To revitalize Madrasah Aliyah in Nangroe Aceh Darussalam autonomic Province to become modern and innovative educational Institution equivalent with the Secular Educational Institution in Indonesia, and reducing the image of Islamic Educational Institution as Fundamentalist and terrorist producer, as statistically known that the number of Madrasah Aliyah in the Province is 183 units and its number of students is more 24,795 ( according to the Ministry of religious Affairs)


By increasing the capacity of Madrasah Aliyah we will improve the whole quality of National Education in the province, and in the Country in general.

1.4. Outcome

Expected outcome of the ICDL program implementation in Nangroe Aceh Darussalam is :

•    Readiness productive Indonesian young generation (from Nangroe Aceh Darussalam) with the International recognized Computer skills, in order from them to compete in this globalization era.
•    By approving as ICDL Approved test center, the Madrasah Aliyah bargaining position and its own motivation will be increased .
•    Awareness of the Indonesian Young generation for the Information and communication technology
•    Produce the competitive workforces especially the alumni of Madrasah Aliyah in order for them to capture the competitive ICT workplaces, locally or Internationally.
•    The ICDL alumni from Madrasah Aliyah  will be acceptable for the workplaces locally or Internationally.
•    Human resources development as part of the  Nangroe Aceh Darussalam recovery after the terrible  Tsunami in the Province.


Chapter 2
PROGRAM IMPLEMENTATION

2.1. Institutional Criteria


The nominated Educational Institutions are Madrasah Aliyah (Islamic Secondary Schools) Private or Public Owned Institution which are located in the Autonomic Province Nangroe Aceh Darussalam Republic of Indonesia, with the following criteria:

2.1.1. General requirements

    Public or Private Madrasah Aliyah which is provided Educational program and located in the Autonomic Province of Nangroe Aceh Darussalam .
    Has the willingness to provide Computer Literacy Education.
    Provide uptodate Computer Laboratorium  at least 5 units to run  ICDL program training  and  test.
    Provide  a representative management
    Provide  a representative class-rooms which are open for all
    Enrolled at least 50 - 75 pupils and they are ready to register  the general applicants from the nearer society  as ICDL candidates.

2.1.2. Administrative Requirements

    Recommended by the  Officers or staffs of Local Office of Ministry of Raligious Affairs (Kandepag), who has a knowledge of the educational Innovation
    Has a formal legality to provide education from the Responsible Ministry ( Ministry of religious affairs)
    Agree to sign application to become ICDL test center
    Agree to accept the first assesment by ICDL Indonesia or Yayasan Pendidikan Indonesia
    Agree to sign a contract of accreditation with ICDL Indonesia on behalf European Computer Driving Licence Foundation
    Agree to purchase 7 test modules x 20 Candidates ( the cost will be arranged by ICDL Indonesia team work)
    Agree to pay Accreditation fee Rp. 5000,000,-  to ICDL Indonesia (will be funded by Yayasan Pendidikan Indonesia)
    Agree to follow all of the ICDL Indonesia regulation as stated on the Acreditation Contract.

2.1.3. Specific requirements

    The Nominated Islamic Secondary Schools should appoint a least 1 Invigilators, to monitor or supervise ICDL implementation program.
    The above Invigilators should be recommended by the headteacher of Islamic Secondary Schools, and meet the Criteria as ICDL Invigilator
    The Candidate of Invigilator should have ICDL core certificate or agree to participate special invigilator training provide by ICDL Indonesia

2.2. Accreditation Implementation Process

The Accreditation process will be done by the ICDL Indonesia staffs. With the following steps:

2.2.1. Indetification

    The nominated Islamic Secondary schools has been been identified by the ICDL Indonesia from the formal list of Madrasah Aliyah in the Autonomic Provine Nangroe Aceh Darussalam published by the Ministry of Religious Affairs Republic of Indonesia.
     Based on the serious discussion with the Minister of Religious Affairs on January 7, 2010, ICDL Indonesia delivered already the first Accreditation documment including ATC Application forms to be signed and returned to ICDL Indonesia head office in Jakarta or branch office in Surabaya.

 2.2.2. Local Investatigation

    ICDL Indonesia will send its outsourcing team to the  nominated Islamic Secondary Schools to do accreditation process as regulated by the ICDL Indonesia, then :

A.    Report to the ICDL Indonesia management with the photograps of the nominated schools and its own hardwares and softwares
B.    Recommend that the Islamic Secondary School is meet the ICDL Indonesia minimum requirement or rejected the application because not meet the minimum criteria.
C.    Submit all available documents to ICDL Indonesia for approval purposes

2.2.3. The final process of Accreditation

    ICDL Indonesia Licensee will preparing  Contract of Accreditation to be signed by the nominated  Islamic Secondary  School’a Headteacher
    One copy of The signed Contract of Accreditation must be returned  to the ICDL Indonesia management
    ICDL Indonesia Licensee then submit all documment to the ECDL Foundation by  a weekly report media in order to receive a code number or ID number of each Islamic Secondary School.

2.2.4. Submitting Certificate of Accreditation

    ICDL Indonesia management, will rechek all available documments and request the Islamic Secondary Schools to complete before issuing the certificate of Accreditation
    ICDL Indonesia can produce the certificate of Acreditation and/or receive it from the ECDL Foundation, then submit the certificate to each Islamic Secondary School through the Minister of  Religious Affairs
    The certificate of Accreditation submitting can be done on special occasion or destribute it directly throug courier.
    The special ocassion will be done and  ICDL Indonesia will invite Brunei Darussalam Kingdom Officer to submit officially with the Indonesian Minister of Religious Affairs, Minister of youth and Sports, Governor of Nangroe Aceh Darussalam.
    The above ocassion will be expossed by local and International media.

2.3. System test  Installation

The next process after the accreditation is the Instalation of ICDL test systems, with the following steps:

    ICDL Indonesia sending the list of new approves test center to Activ Training, with its own ID number, and contact persons.
    Activ Training will respond all or ICDL reportation, and sending the ICDL test system online or offline to Approved Test center through ICDL Indonesia Licensee.
    ICDL Indonesia Licensee, then forward all to the Islamic Secondary  Schools, with the test installation guide lines
    Activ training will send the file knows as DMTFILE directly to the Islamic Secondary schools through their email addresses
    Once the Islamic Secondary Schools completed all the ICDL test systems installation, they are ready to run ICDL program

2.4. Guidance

After being ICDL Approved test center, the Islamic Secondary Schools will receive a continuing guidance until they are ready to run the ICDL Program, which are :

2.4.1. Business development

    To succeed the ICDL program, ICDL Indonesia team will produce the guidlines how to prepare a business development, such as how to identify market and target market, how to negociate with Governmental bodies, and so on.
    ICDL Indonesia Licensee will help Islamic Secondary Schools with Marketing materials in soft or hard copies, to be reproduced by the Islamic Secondary Schools.
    ICDL Indonesia Licensee then include all available Islamic Secondary Schools at its own website and marketing materials.

2.4.2. Technical Assistencies

    ICDL Indonesia Licensee will open its own office or Contact persons 24 hours a day, ready to answer all questions from Islamic Secondary  Schools.
    ICDL Approved Test Center will receive special attention, using Telephones, facsimiles. Email and Skype acsess

2.4.3. ICDL Invigilator Guidance
2.4.3.1. Type of Guidance

The ICDL Invigilator is the important human resources aspect to succeed the ICDL program at each Islamic Secondary Schools. That why we propose that each IDL Approved Test Center must appoint at least 1 Invigilator, and  Icdl Indonesia in association with ICDL Brunei Darussalam will trains them with the following methodology :

    Provide special training for the ICDL Invigilators to make sure that they have a capability to become a qualified Invigilators. Training will be held in the capital of Nangroe Aceh Darussalam  by face to face  tutorial
    Provide ICDL core courses to ICDL Invigilators in order for them to receive ICDL Certificates.
    Provide an online tutorial directly to each Invigilator, using email, sypky and all available media on the Internent.

2.4.3.2. Guidance Materials

The Guidance materials for ICDL Approved Test Center and its own Invigilators are :

To succeed the ICDL program implementation as stated on this Conceptual framework. ICDL Indonesia will share with the following Institutions:

•    European Computer Driving Licence (ECDL) Foundation.

2.6. Educational Equipments

The educational equipments needed to implement the ICDL program at each Islamic Secondary Schools:

•    Teaching and Learning facilities such as Computer lab, to facilitate ICDL candidates (some the donation fund will be allocated to purchase and deliver to the nominated Madrasah Aliyah which is not preparing itsselve with minimum requirement of 5 PC)
•    Uptodate ICDL Coursewares as recommeneded by ECDL Foundation following the lates development of ICDL modules
•    Transporation facilities and other accreditation process equipments

2.7. Evaluation and follow up of the Program

2.7.1. Implementation program evaluation

•    Continue evaluation and guidance of 183 Islamic Secondary Schools in the Autonomic Province of Nangroe Aceh Darussalam.
•    ICDL Invigilator evaluation
•    ICDL Coursewares evaluation
•    ICDL Test Systems installation evaluation
•    Implementation program evaluation at all available Islamic Secondary  Schools (ICDL - ATC)

2.7.2. Follow up

•    Submitting the Certificate of Accreditation to the all available ATC ( Islamic Secondary Schools)
•    ICDL Program socialization by the Islamic Secondary Schools to their own target market
•    Implementation of training and test as scheduled by the Islamic Secondary Schools
•    Coninuing guidance by ICDL Indonesia to each Islamic Secondary Schools during the contract periode
•    Annual auditing by ICDL Indonesia to make sure that each Islamic Secondary  School still well qualified to run ICDL program.

2.8. The successfull indication

•    The program implemantation successfull if all available nominated Islamic Secondary Schools meet the ICDL requirements
•    All of the available nominated Institutions accepted as ICDL Approved test centers.
•    All available Invigilators passed the ICDL Certification test and received the ICDL Certificates as requested by ECDL Foundation
•    All available Islamic Secondary Schools can run well the ICDL program and can increase the digital Literacy awarrness of its community members
•    All available ICDL Approved test center can market the ICDL program, then receive revenue, so they can pay back theri own ICT investment
•    All availabel ICDL alumni from Islamic Secondary Schools can be distribute to the International or local workplaces or continuing their higher Education

FUND AND FUND RESOURCES

3.1 Funding and Fund resources

The total estimated cost of the ICDL implementation program for 183 Islamic Secondary Schools is Rp. 5,255,760,000,-  with the following estimation:

  • Accreditation cost  @Rp. 5.000,000 x 183 ATC           Rp.       915,000,000,-
  • ICDL cusewares cost @Rp.175,000 x 2x 20 x 183      Rp.   1,281.000,000,-
  • 4000 Invigilator training @ Rp. 3000,000 x 183         Rp.       549,000,000,-
  • ICDL test cost 7 Eurox7modulesxRp.14,000 x20x183 Rp.   2, 510,760,000,-
  • Amount    Rp.  5, 255, 760,000

                           
The above mentioned expenditure is not include the possibility to support some Madrasah Aliyah with uptodate PCs, which will be allocated to meet the minimum requirement of ICDL. The number of Computer is 500 Units each Rp. 7,500,000,- (including delivery) = Rp. 3.750,000,000,-.

ICDL Indonesia and ICDL Brunei Darussalam will be more than happy if the prospective donors will agree to support our contribution to Nangroe Aceh Darussalam not only for the above fund allocation but also for the equipment cost.

We will provide the Computer specification and offering letter from DeLL Principal or Distributors in Indonesia.

Expected fund resources :

Yayasan Pendidikan Indonesia (YPI) as ICDL Indonesia Licensee will contribute its share for the Accreditation cost for the amount of Rp. 915,000,000,-

The remaining balance will be arranged by the team work of ICDL Indonesia  and ICDL Brunei Darussalam to complete the cost of ICDL implementation for 183 Madrasah Aliyah in the Autonomic Province of Nangroe Aceah darussalam, which is approximately Rp. 4,340,760,000. (the cost of Courseware printing, test Purachase, Invigilatior training)

As suggested by the Ambassador of The Kingdom of Netherlands, His Excelelency Dr. Nikolaus Van Dam we would like to approach the authorities to include the ICDL program implementation at 183 Islamic Secondary Schools in Nangroe Aceh Darussalam, as part of the program called ” ICT Education” in Indonesia, which will be funded by the Dutch Trust Fund through the World Bank.

We are now in position of communicating intensively with the prominet Charitable Organziation in the Middle east Countries for the above financial supporting purpose, but we are more than happy if ICDL brunei Darussalam could help us to communicate with Brunei Darussalam donors.

ICDL Indonesia will do partnership with ICDL Brunei Darussalam to succeed the above implementation program transparantly, and we will report on weekly basis to the donors, in order for them to receive any updated progress.

We agree to sign A memorandum of Undesrtanding or any mutual relatisonship agreement with ICDL brunei Darussalam and the representative of the prospective donors if needed.

 
Chapter 4
CONCLUSSION


The implementation process of the ICDL program at 183 Indonesian Islamic Secondary Schools will be implemented step by step as scheduled. And we hope that the Certificate of Accreditation will be submitted by the President of the Republic Indonesia Dr. Haji Susilo Bambang Yudhoyono at the Presidential Palace in the Capital of Indonesia Jakarta, or in Aceh And we try to do our best to invite International Government and Non Govenmental leaders to attend the above ceremony, especially the Sultan of the Kingdom of Brunei Darussalam, Sultan Dr. Haji Hassanal Bolkiah Muizzadin Waddaulah.

If the implementation of the program running well as requested by ICDL Indonesian and its Partners. The program will be the only program which is shared between Government and Non Governmental Organization and Community in general in bridging digital divide in Nangroe Aceh Darussalam after the Tsunami terrible tragedy .

Hopefully the Implementation program of ICDL Concept at 183 Madrasah Aliyah, will become a starting Innovation program to improve the quality of the Islamic Secondary School (Madrasah Aliyah) Graduates, not only to  make equal endorsement for the Schools comparing to the general secondary Schools under the Ministry of National Education, but the most important thing is  to acquire equal treatment  as mandated by the Indonesian Constitution.

Actually the allocation budget for education in the Country, which is 20% of the total national budget is for all educational endeavors, not only for the Educational Institutions under the Ministry of National Education, but must be allocated equally to the Ministry of Religious Affairs to handle all available level of Education from Primary to University level of studies and Institution.

Presently the allocation of the above National budget is dominated by the Educational Institutions under the Ministry of National Education. Event though the number of Educational  Institution under the Ministry of Religious Affairs is more than 30% of the total available Educational Institutions in the Country. 

Finally we believe that the ICDL program implementation at 183 Islamic Secondary Schools will increase Innovation awareness of the whole available Islamic Secondary Schools and the final result is no more fundamentalist or Radicalisms issue from International Communities.

Last but not least the implementation of the project proposal will increase the positive image of Brunei Darussalam leaders, because of their sincere support to recover Nangroe Aceh Darussalam not only to develop the Autonomic Province Human resources but also to bridge the digital divide in Indonesia.
